A massive data-center project threatened Grove City. Stopping it took everything residents had.

A Texas data center development company called Headwaters sought to build a 300+ acre data center campus on Rensch Road, on property between Rensch Rd and Beatty Rd, between St Rt 62 and Neff Rd. Roughly 98 acres of the site has already been annexed into Grove City. The rest is still Pleasant Township. The proposal raised significant concerns among residents of Grove City, Jackson Township, and Pleasant Township. Grove City’s development director later said conversations with the developer began in early 2025. Residents didn’t find out until 2026. Once they did, they organized, filled council chambers for months and gathered thousands of signatures, and that project was turned away. It worked. But it worked because a few neighbors happened to be paying attention, and what it bought is temporary. The moratorium runs out, and it only covers data centers. Nothing in current law stops a project like this from returning the day it lifts, or a project just as large that the moratorium never covered in the first place … which is why the Community Consent Amendment is on the November 3, 2026 ballot as Issue 28. A yes vote writes it into the Charter, so the next one goes to the people who live here without anyone having to fight for the right to be asked.
